【词义解释】

当前，全球疫情仍处于大流行状态，多国放松管控给我国外防输入（to prevent the coronavirus from re-entering the country to cause a new epidemic）带来挑战。近期我国多地多点发生本土聚集性疫情(local clusters of outbreaks），主要为奥密克戎变异株(Omicron mutant)，传播快、隐匿性强。疫情防控难度加大，防控形势严峻复杂。我国立足抓早、抓小、抓基础，提升疫情防范和早发现能力；发生疫情后，充分利用疫情发现之初的黄金24小时(Golden 24 Hours)处置时间，在原来充分发挥检测队伍作用的基础上，进一步发挥流调和监督队伍作用，突出“快”字，在疫情没有扩散之前，或者感染者还不具备传播能力之前，把密接者(close contacts)、次密接者(sub-close contacts)找到，把可能的感染者提前管控住，力争用1个潜伏期左右时间控制住疫情传播。这一防控策略被称为“动态清零”(dynamic zero-COVID policy)，这是中国控制疫情的“法宝”。

【背景介绍】

国家卫生健康委员会3月15日表示，要坚持“外防输入、内防反弹”总策略和“动态清零”总方针不动摇，采取果断措施，迅速流调溯源，快速核酸筛查。

China will adhere to its dynamic zero-COVID policy and strategies to tackle both imported and domestic infections, the National Health Commission said on March 15. The implementation of control measures for COVID-19 including epidemiological investigation and nucleic acid testing should be decisive, rapid and strict.
