党的十九大提出，要“加快一流大学(world-class universities )和一流学科(world-class disciplines)建设，实现高等教育内涵式发展( connotative/intensive development )”。办好中国特色世界一流大学(world-class universities with Chinese characteristics)主要应抓好三项基础性工作，即坚持办学正确政治方向(adhering to the correct political orientation)、建设高素质教师队伍(qualified teaching staff)、形成高水平人才培养体系(high-level talent training system)。高水平大学是一个国家综合国力和科学文化水平的重要标志，是国家核心竞争力(national core competitiveness)的有力支撑，在引领经济社会发展中发挥着巨大作用。从上世纪90年代至今，我国高水平大学建设之路行稳致远，培养了大批高素质专业人才。如今，我国高等教育在学总规模已经稳居世界第一，2020年高等教育毛入学率(gross enrollment rate of higher education)达54.4%，成为名副其实的高等教育大国。到2030年，更多的大学和学科进入世界一流行列，若干所大学进入世界一流大学前列，一批学科进入世界一流学科前列；到本世纪中叶，一流大学和一流学科的数量和实力进入世界前列，基本建成高等教育强国(powerful country in higher education)。

【背景介绍】

      2021年4月19日，在清华大学建校110周年校庆日即将来临之际，中共中央总书记、国家主席、中央军委主席习近平来到清华大学考察。习近平在考察时强调，要坚持中国特色世界一流大学建设目标方向，我国高等教育要为服务国家富强、民族复兴、人民幸福贡献力量。
President Xi Jinping stressed adhering to the direction of building world-class universities with Chinese characteristics as he visited Tsinghua University on April 19 ahead of its 110th anniversary.
