【背景资料】

应对气候变化是全人类的共同事业，是全球生态文明建设的重要方面，关乎人民福祉，关乎人类未来。从推动达成气候变化《巴黎协定》到全面履行《联合国气候变化框架公约》，从设立气候变化南南合作基金到大力推进绿色“一带一路”建设，中国始终秉持人类命运共同体理念，坚持多边主义，同世界各国一道，共谋全球生态文明建设，加强应对气候变化国际合作，推动构建公平合理、合作共赢的全球气候治理体系。

在第七十五届联合国大会一般性辩论上，习近平主席宣布，中国将提高国家自主贡献力度，采取更加有力的政策和措施，二氧化碳排放力争于2030年前达到峰值，努力争取2060年前实现碳中和。这是中方基于可持续发展的内在要求和构建人类命运共同体的责任担当作出的重大战略决策。中国的立场和行动，展现出作为全球生态文明建设重要参与者、贡献者、引领者的担当。
