【词义解释】
党的十八大以来，以习近平同志为核心的党中央把贫困人口脱贫作为全面建成小康社会的底线任务和标志性指标，在全国范围全面打响脱贫攻坚战，创造了人类减贫史上的奇迹。
按照贫困县退出的有关政策规定，贫困县退出以贫困发生率为主要衡量标准，原则上贫困县贫困发生率降至2%以下，西部地区降至3%以下。各省（自治区、直辖市）统一组织退出贫困县的检查，并对退出贫困县的质量负责。贫困县退出以后，国务院扶贫开发领导小组组织中央和国家机关有关部门及相关力量对退出情况进行抽查，确保脱贫成果经得起检验。已经退出的贫困县、贫困村和贫困户在脱贫攻坚期内，有关扶持政策不变。

中共中央政治局常务委员会12月3日召开会议，听取脱贫攻坚总结评估汇报。中共中央总书记习近平主持会议并发表重要讲话。习近平指出，经过8年持续奋斗，我们如期完成了新时代脱贫攻坚目标任务，现行标准下农村贫困人口全部脱贫，贫困县全部摘帽，消除了绝对贫困和区域性整体贫困，近1亿贫困人口实现脱贫，取得了令全世界刮目相看的重大胜利。
