2019年12月1日发布的《长江三角洲区域一体化发展规划纲要》(Outline of the Integrated Regional Development of the Yangtze River Delta)是指导长三角地区当前和今后一个时期一体化发展的纲领性文件(programmatic document )，是制定相关规划和政策的依据。规划范围包括上海市、江苏省、浙江省、安徽省全域（面积35.8万平方公里）。以上海青浦、江苏吴江、浙江嘉善为长三角生态绿色一体化发展示范区(eco-green integrated development demonstration area)，示范引领长三角地区更高质量一体化发展。以上海临港等地区为中国（上海）自由贸易试验区新片区(New Area of Free Trade Test Area)，打造与国际通行规则(international rules)相衔接、更具国际市场影响力和竞争力的特殊经济功能区。规划期至2025年，展望到2035年。到2025年，长三角一体化发展取得实质性进展。跨界区域(cross-border area)、城市乡村等区域板块一体化发展达到较高水平，在科创产业、基础设施、生态环境、公共服务(Science and technology industry, infrastructure, ecological environment, public services)等领域基本实现一体化发展，全面建立一体化发展的体制机制。到2035年，长三角一体化发展达到较高水平。现代化经济体系(modern economic system)基本建成，城乡区域差距明显缩小，公共服务水平趋于均衡，基础设施互联互通(infrastructure connectivity)全面实现，人民基本生活保障水平(the people's basic living standard)大体相当，一体化发展体制机制更加完善，整体达到全国领先水平，成为最具影响力和带动力的强劲活跃增长极(strong and active growth pole)。

12月1日，中共中央、国务院联合印发了《长江三角洲区域一体化发展规划纲要》。The Communist Party of China Central Committee and the State Council jointly issued an outline of the integrated regional development of the Yangtze River Delta.

长江三角洲地区是我国经济发展最活跃、开放程度最高、创新能力最强的区域之一，在国家现代化建设大局和全方位开放格局中具有举足轻重的战略地位。
As one of China's most economically active, open and innovative regions, the Yangtze River Delta boasts strategic significance in the country's modernization and further opening-up.
