【词义解释】

国是，出自汉?刘向《新序?杂事二》：“愿相国与诸侯士大夫共定国是。” “是”字有“法则”的意思，“国是”就有国家的政策、法规、方针等含义。“共商国是”就是共同商量国家的大政方针。由此，“国是”在英语中就可以用national policies and principles表示，“共商国是”就是hold discussions concerning national policies and principles。
