2017年3月5日上午，国务院总理李克强在政府工作报告中提出，完善旅游设施和服务，大力发展乡村、休闲、全域旅游（rural tourism, recreational tourism and all-for-one tourism）。“全域旅游”首次写入政府工作报告，预示着中国推进“全域旅游”的步伐将更加务实、坚定。

早在2016年5月首届世界旅游发展大会（the first World Conference on Tourism for Development）的开幕式上，李克强就指出，中国还将推进全域旅游（all-for-one tourism）和“旅游+”（tourism plus）行动，大力发展乡村旅游、工业旅游、文化旅游、养老养生游，并与“互联网+”(internet plus)相结合，在促进旅游中实现一二三产业融合发展，以旅游业的升级换代促进国民经济的提质增效。
