Word of the Week---Public-Private Partnership（PPP）

【词义解释】

PPP是Public-Private Partnership的缩写形式，意思是“公私合营制”或者“公共和社会资本合作”，指政府与私人组织之间，为了合作建设城市基础设施项目（urban infrastructure），或是为了提供某种公共物品和服务（public products and services），以特许权协议（concession agreement）为基础，彼此之间形成一种伙伴式的合作关系，并通过签署合同来明确双方的权利和义务(rights and obligations)，以确保合作的顺利完成，最终使合作各方达到比预期单独行动更为有利的结果。

【背景资料】

        9月11日，由复星集团牵头的民营联合体与浙江省政府正式签署“杭绍台铁路PPP项目” (Hangzhou-Shaoxing-Taizhou railway public-private partnership project)” 投资合同(investment agreement)，这也是中国首条民营控股高铁项目(first high-speed train line with private investors taking the controlling stake)。

作为国家级铁路PPP示范项目，杭绍台高铁位于浙江省中东部，是国内沿海快速客运通道的组成部分，是长三角城镇化地区综合交通网（regional comprehensive transportation network of urbanization promotion area in the Yangtze River Delta）和城际快速交通网（inter-city rapid transportation network）的重要组成部分，是一条集路网、城际、旅游及沿线经济开发功能为一体的客运专线铁路（passenger line）。

杭绍台高铁项目投资448.9亿元，其中复星集团牵头的浙商民营联合体占股51%，社会资本首次在铁路投资领域实现绝对控股（taking the controlling stake）。该项目合作期为34年，其中预估建设期4年，合作运营期（joint operation period）30年。项目采用PPP模式运营，由项目公司全权负责杭绍台铁路的投资（investment）、融资（financing）、建设（construction）、运营及维护（operation and maintenance），运营期满后无偿移交浙江省政府或浙江省政府指定机构。

在经济领域，还有一个PPP指的是purchasing power parity，即“购买力平价”。购买力平价是一种根据各国不同的价格水平计算出来的货币之间的等值系数，即两种或多种货币在不同国家购买相同数量和质量的商品和服务时的价格比率，用来衡量对比国之间价格水平的差异。
