Denuclearization of the Korean Peninsula

【词义解释】

世界上有很多无核区（Nuclear-free zone），无核一般意义上指的是无核武器（Nuclear weapon）的含义。美国政府认为所谓“朝鲜半岛无核化”（Denuclearization of Korean Peninsula）指的是“在朝鲜半岛既没有核武器计划，也没有能转变成核武器计划的核计划（Nuclear Programme）”。在朝鲜看来，半岛无核化，意味着：1）韩国也不能有核武器及核计划；2）驻韩美军不能有核武器；3）美国军舰（Warship）和军用飞机（Military aircraft）不能携带核武器进入。

【背景资料】

1991年12月31日，朝韩双方代表在板门店草签了《朝鲜半岛无核化共同宣言》（Joint declaration of South and North Korea on the Denuclearization of the Korean Peninsula）。1992年2月19日，《朝鲜半岛无核化共同宣言》正式生效。宣言的具体内容包括：朝韩不试验、不制造、不生产、不接受、不拥有、不储藏、不部署、不使用核武器；（not to test, manufacture, produce, receive, possess, store, deploy, or use nuclear weapons）朝韩和平利用核能（to use nuclear energy solely for peaceful purposes）；朝韩不拥有核再处理设施和铀浓缩设施(not to possess facilities for nuclear reprocessing and uranium enrichment）。

2017年11月29日朝鲜宣布，当天成功试射了新开发的“火星－15”型洲际弹道导弹（Intercontinental Ballistic Missile, ICBM）。国际社会纷纷谴责（Condemn）朝鲜此举违反联合国相关决议，威胁地区及世界和平稳定。同日，国家主席习近平应约同美国总统特朗普通电话。习近平强调，中方愿同包括美方在内有关各方（Related parties）继续保持沟通，共同推动朝鲜半岛核问题朝着对话谈判、和平解决（Peaceful settlement）的方向发展。
